“Letter to the voters”

Dear South Hall County Voter,

Thank you for taking the time to visit my website. This web site was created to make it easier for you to see my views on the issues facing South Hall County. You will also be able to learn of my efforts to improve our community and various leadership positions I have held.  I believe that we have a beautiful community and it is my hope that you will allow me to represent you in keeping it that way.

Issues:

Shrinking Budgets- With the state of the economy, sales tax revenue is shrinking and home values are dwindling which should be causing property taxes to fall.  We need someone in office who can help to prioritize our spending, eliminate the fat while protecting the muscle that allows the county to grow.  I believe that we need to ensure that everyone pay their fair share and if that means lowering the taxes due to diminished property values, then we need to budget for it.  I also believe that we need to look at ways to expand our economy by making Hall County the premier destination for business and quality growth.

Affordable Services- Our commission has made it's mistakes in giving up the North Hall water system and by not working with the municipalities in sewer development.  Those mistakes, while in the past, have resulted in water rates that are double the cost of the residents in the City of Gainesville and a debt on an unused sewer line of over $30m.  These excessive costs are hindering the growth in our county and adversely hurting the citizens.  If elected, I will propose ideas to reduce the debt load on the sewer while partnering with the primary water provider to establish fair and balanced rates.

Cooperation- From Buford to Braselton, from Flowery Branch to Oakwood, the municipalities are the life blood for sales tax revenue and property tax in South Hall County.  The County should act as a leader in bringing the cities together for the betterment of all of Hall County, not act as a hindrance to growth.  Transportation issues should be prioritized for the benefit of commerce and to enhance the quality of life.

What you will see if I am elected to county commission:

Ethics- As a full time employee for AT&T, I do not have a vested business interest in the county.  My votes will not have the bias of personal gain.  My record has shown that when there is the slightest doubt, I recuse myself from not just the vote, but the discussion.   I have proposed strong changes to the ethics ordinance in Flowery Branch and if elected to the county commission, I will not only hold myself to a higher standard than the law, I will propose that the law be strengthened and clarified to ensure that the government retains the trust of the public.

Fiscal Responsibility and Fairness- When have you ever seen a government downsize?  We need to zero base the budget.  We need to look at all departments to see where our tax dollars are being spent.  We need to look at the most efficient means to deliver services to our community even if it means outsourcing.    It is time to prioritize the county's spending to ensure that we are not keeping programs that we can not afford.  However, we need to be sensitive to areas that need the services and use good judgment in any cuts to service.  The status quo is not good enough.  Hall County needs someone who is serious about lowering taxes.

Safety and Security- To ensure that Hall County continues to be a great place to live, we need to make every effort to ensure that our fire department and police force have the material and training to be effective on their jobs.

Please, vote for Lutz because it is not about change, it is about direction!
